Michael J. Conallen, Jr.

Director, Pennsylvania Operations

Michael is a highly skilled public servant with nearly 30 years of experience spanning the courtroom, the battlefield, and the halls of Congress. His diversity of experience creates an uncommon skill set and resume full of success that he uses to benefit CSP’s clients as Director of Pennsylvania Operations since 2019.

He specializes in transportation and infrastructure, appropriations, senior living and healthcare, and banking for numerous clients based in Pennsylvania.

Prior to joining CSP, Michael served as Chief of Staff for three members of Congress—Curt Weldon (Delaware County), Michael G. Fitzpatrick (Bucks County), and Brian Fitzpatrick (Bucks County). In his role as Chief of Staff, he developed legislative proposals, drafted legislative language, implemented strategies to build broad coalitions of support, and ultimately ushered legislation through subcommittees, full committees and both Houses of Congress.

His unique understanding of the inner workings of the government budget and appropriations process could only be developed through years of public service.

In service to the congressmen and more than 600,000 constituents, Michael helped secure in excess of $100 million in federal funding for local projects and organizations.

In February of 2012, Pennsylvania Governor Tom Corbett appointed Michael to the position of Deputy Chief Executive Officer at the Delaware River Port Authority in Camden, New Jersey. During his tenure, Michael oversaw a two-year corporate wide investigation and internal audit that led to cost-saving, efficiency measures that improved operations in the Government Affairs, Grants, Budget Planning/ Compliance, Capital Planning, Special Projects, Regional Development/Real Estate, and Engineering departments. He was also responsible for developing short and long-range business strategies for each operational unit.

Michael also currently serves as an Intelligence Officer in the United States Navy Reserve. He has 15 years of service as a Lieutenant Commander, including a 16-month tour on active duty with Navy Special Warfare SEAL Team Four including 7 months in Iraq as part of Operation Enduring Freedom.
